The Integrity Council for the Voluntary Carbon Market (ICVCM) has recognized Verra’s Verified Carbon Standard (VCS) Version 5 as Core Carbon Principles (CCP) Eligible. The United States-based organization operates the world’s largest voluntary carbon crediting program, having issued approximately 1.3 billion Verified Carbon Units across 132 countries. The ICVCM decision certifies that Verra’s updated program-level governance, transparency, and tracking frameworks meet high-integrity global benchmarks. Furthermore, the ICVCM approved 13 active project methodologies within Verra’s system, including those specific to biochar, making these credits eligible for full CCP labeling once verified.

This regulatory milestone responds to persistent market demand for improved credit quality, rigorous monitoring, and stronger safeguard mechanisms across voluntary carbon markets. As carbon accounting faces broader scrutiny, registries must demonstrate that credited activities deliver additionality, accurate measurement, durability, and robust local community protections. Furthermore, land-based removal projects contend with ongoing non-permanence risks related to carbon reversals, while market participants struggle to differentiate between high-integrity crediting programs and lower-quality mechanisms.

To address these structural demands, Verra structured VCS Version 5 around stricter lifecycle rules covering project design, validation, verification, and social safeguards. The updated standard elevates Indigenous Peoples and local community protections by requiring early benefit-sharing arrangements, transparent financial reporting, and comprehensive risk assessments before project initiation. In parallel, Verra launched a pilot scheme allowing project developers to utilize insurance or fund-based instruments as alternatives to pooled buffer accounts for managing reversal risks.

The ICVCM program-level approval validates Verra’s Version 5 framework, though full credit-level CCP status requires individual alignment with approved methodologies. Verra fully operationalized Version 5 in June 2026 by releasing complete implementation templates and guidance. While project developers may utilize the system immediately, the rules become mandatory for new project registrations on January 1, 2027, with existing projects required to adopt the new social and environmental safeguard standards by January 1, 2030.
