The Government of the Democratic Republic of the Congo (DRC), through the Ministry of Environment, Sustainable Development and the New Climate Economy, has expanded its Article 6 Letter of Authorization for carbon asset manager Econetix by an additional 2 million tCO2e. Signed in Kinshasa by H.E. Prof. Marie Nyange Ndambo, this expansion raises Econetix’s total cumulative authorized volume within the country to 2.75 million tons, covering its Gold Standard clean energy program (GS12469) implemented alongside local partner ALTECH Group.

The primary challenge addressed by this authorization expansion involves navigating the complex administrative and regulatory frameworks required to secure internationally recognized corresponding adjustments. Host nations must officially authorize carbon mitigation activities under Article 6.2 of the Paris Agreement to prevent double counting, a critical hurdle for scaling cross-border investments and ensuring that private-sector climate initiatives meet stringent compliance standards.

To resolve this bottleneck, the DRC government formalized an extended authorization framework that applies corresponding adjustments to current and future activities—including solar lighting, home solar systems, and clean cookstove distribution. The agreement covers credit vintages spanning from 2023 through 2033, utilizing the DRC’s National Registry as the official registry of record and ensuring alignment with international accounting protocols.

Consequently, the expanded authorization elevates Econetix’s total portfolio of authorized, CORSIA-eligible credits to more than 14.5 million tCO2e across three African host nations. The regulatory milestone locks in compliance eligibility under Phase 1 and Phase 2 of ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation, positioning the clean energy program to issue verified Gold Standard credits starting in October 2026.
