It offers significant advantages in waste valorization, turning low-value materials into economically valuable resources. Under Presidential Regulation Number 109 of 2025, Indonesia is accelerating the construction of 13 large-scale PSEL infrastructure plants—including a facility in Palembang set to begin operations in October 2026. By deploying thermal pyrolysis technologies alongside centralized PSEL facilities, the national strategy aims to divert accumulated municipal solid waste from overwhelmed landfills while converting legacy waste into valuable energy products and carbonaceous materials.
The primary operational challenge facing Indonesia’s waste management transformation is the massive capacity shortfall of planned incineration infrastructure against total waste generation. Current projections indicate that even after all 13 primary PSEL plants are operational, they will process only approximately 22 percent of the nation’s total annual waste output. This severe capacity deficit leaves over three-quarters of the country’s waste unmanaged, threatening to overwhelm municipal landfills by 2028 and creating heightened environmental risks, including elevated landfill fire hazards during dry seasons.
To bridge this major processing gap, the Indonesian government is championing distributed pyrolysis technology as an agile, complementary processing stream. In collaboration with local municipalities and the Indonesian Army, pilot pyrolysis deployments have been established across five key urban regions: Bogor City, Bogor District, Semarang City, Bekasi City, and Jakarta. Thermal pyrolysis units allow decentralized municipal sites to process accumulated landfill waste, converting organic and polymer fractions into renewable fuels and stable carbon solid outputs, which is projected to address an additional 20 percent of the national waste volume.
Integrating modular pyrolysis systems alongside primary PSEL infrastructure creates a multi-tiered waste management model capable of processing over 40 percent of national waste generation. This combined framework relieves structural pressures on municipal landfills, reduces landfill fire risks, and establishes decentralized energy recovery, positioning thermal conversion as an essential bridge for urban waste management across Southeast Asia.
